The context of the text is not talking about a new law by Jesus but by the Law. Paul is speaking to Jewish people who believed their righteousness came because they have/heard the law. But Paul is making the point that true righteousness comes from perfectly obeying the law, which he goes on to point out that NO ONE HAS!!! Not even the Jews. The only person who perfectly obeyed the law was Jesus, this is why we need HIS righteousness imputed to us. The point that Paul is making in this text is not that we must obey the “new law of Jesus” in order to be righteous but that the requirement of the law to be righteous is complete obedience, which NO ONE can do or has done (Romans 3). His point in chapter 1-2 is that EVERYONE IS A SINNER and is in need of a SAVIOR or a righteousness not of their own but righteousness from Christ.

“It is not those who hear the law who are righteous in God’s sight, but it is those who obey the law who will be declared righteous. ” Rom. 2:13 The law he is referring too is a law that has been added after Jesus’ crucifixion.
